Personal Use lets you use the plugin for your own author business: your own books, your own marketing, your own catalog.
Extended Use includes everything in Personal Use, plus the right to sell what you create to other people, as a product or a paid service.
On either license, you can never resell or share the plugin itself. You sell the work you make with it, not the tool.

This trips people up, so we will say it plainly: on either license, writing, publishing, and selling your own books under your own name or pen name is exactly what the plugin is for. There is no limit on that.
The only thing Extended Use adds is permission to create work that other people pay you for.
